I have been trying to clean my wheel wells and the underside of my Trax for a while now and I am unable to identify this substance in the wheel wells. It is rough and you can use your nails to scratch it off. I think the former owners ran over some freshly painted roads that was white, but there is also a black substance on the wheel wells on all four corners of the car. It does not look like any type of rust prevention as it is easy to remove. I have tried a plastic scrapper along with a metal one and I get it removed, but it is really tedious. I was hoping someone can help me identify it and may be recommend a good cleaner. See pictures. Thank you in advance.

Looks like that slur they spray on pavement to seal the cracks. Try gasoline to clean it or paint thinner.
